London CAReS Hires Executive Director

The London CAReS Executive Leadership Team (CELT) is proud to announce the hiring of Anne Armstrong in the role of Executive Director of London CAReS.

Anne is a self-identified strong collaborator, offers strong financial management and human resources competencies. Anne holds a clear values alignment with Housing First principles and will continue to support and contribute to the remarkable work of London CAReS.

Anne has effectively built strong relationships with a diverse group of stakeholders including government, funders and community-based partners.

In her 15+ years of experience working in the non-profit sector Anne has played an integral role in advocating for vulnerable populations while demonstrating strong leadership and project management skills in developing non-profit organizations.

Anne most recently served as Executive Director of Gillian’s Place, one of the first shelters in Ontario for women and their children experiencing abuse and violence. In Anne’s eight years at Gillian’s Place her leadership and commitment helped grow the program by increasing public awareness and developing innovative collaborative partnerships. These efforts led to an increased outreach presence in the community and more shelter beds.

Introducing Reach Out

Reach Out

One number. One phone call. A team of professionals ready to help.

Reach Out is a new 24/7 crisis and support line for those living in London, Middlesex, Oxford and Elgin counties. This service, which will start on August 23, 2016 is for people living with addictions and mental health needs – as well as their families, caregivers and health care providers.

The number is 519-433-2023. The toll free number is 1-866-933-2023. The website is www.reachout247.ca.

Reach Out will result in faster access to the most appropriate supports – whether that is crisis service, supportive listening, information, or an appointment with a mental health or addictions professional.

The Mental Health Commission of Canada estimates that 1 in 5 Canadians is affected by a mental health need or addiction issue every year. They assert that timely intervention is critical to reducing the lifelong burden of mental health concerns and addiction.

Reach Out is an example of the commitment of local mental health and addictions services to best practices and to faster, more coordinated access to services. It is a partnership project of Addiction Services of Thames Valley and the Canadian Mental Health Associations of London, Middlesex, Elgin and Oxford. Reach Out is funded by the South West Local Health Integration Network (SW LHIN).

This work is supported by the proposed integration between Canadian Mental Health Association (CMHA) Middlesex, CMHA Oxford, CMHA Elgin and Connex Ontario to develop a new one-number coordinated access model for the South area of the LHIN, which will go to the South West LHIN Board for consideration on July 19, 2016.

All calls will be answered by trained information and referral specialists, backed by a robust database of local service information. Staff will first work with callers in crisis to deescalate the crisis. Callers requiring less urgent service or treatment options will receive an appointment or a follow up call or email within 48 business hours by the most appropriate local service agency. Staff will also offer brief intervention therapy, followed by a warm transfer to the newly established Support Line volunteer team at CMHA Middlesex if supportive listening is the most appropriate option.

The development of Reach Out is motivated by best practices and the desire to provide individuals with addiction concerns and mental health needs with timely, seamless access to appropriate services.

New leadership, policies and plan for successful housing first organization.
Veteran social services Executive Director, Brian Lester, to bring enhanced model to important homelessness alleviation program

LONDON, ON – June 28, 2016 – In an effort to further strengthen the health and housing outcomes of individuals experiencing homelessness, London’s most successful homelessness reduction program has appointed Brian Lester as interim Managing Director.
The move is the result of a recent strategy for evolution from a shared collaborative governance structure from the original founding partners – Addiction Services Thames Valley, The Unity Project and the Regional HIV/AIDS Connection. Today, the partners announced a secondment agreement for Lester to provide full time oversight and leadership of London CareS, stepping away temporarily from his role as RHAC Executive Director.
“By ensuring stability, dignity and safety for our community’s most at-risk citizens, London CAReS helps alleviate the strain on our local health and social services, and ultimately helps save lives,” says Lester. “This enhanced approach to governance and leadership is essential to ensuring that important work continues.”
Beginning as a pilot project in 2008, the five-year Housing First experiment came to an end in January 2014, when, due to the overwhelming success of the pilot, London City Council approved ongoing funding for London CAReS.
Today London CAReS has more than 40 staff leading street outreach and housing stability initiatives that operate 24 hours a day, 7 days a week, in an approach that has ended homelessness for more than 145 people in London.
“We started as a pilot project nearly 10 years ago. We’re no longer a small program, we’re an organization and our governance and leadership models need to evolve to reflect our success and growth so we can continue to best serve our community’s most vulnerable,” added Lester.
Recent collaborative work on the CAReS governance, leadership and service delivery models has been supported by Dr. John Whitesell, an expert in organizational strategy and change, whose work is recognized across North America and around the world. Dr. Whitesell also co-wrote the London Community Housing Strategy and Plan on Homelessness.
Lester’s appointment as interim Managing Director is effective July 4th.

About Interim Managing Director, Brian Lester
Brian Lester has worked in the London not-for-profit sector for over 26 years and within leadership roles for over 22 years. He spent 15 years within the employment and training sector serving organization such as; Leads Employment Services, Community Living London and Goodwill Industries. Brian joined Regional HIV/AIDS Connection in October 2006 and assumed the Executive Director role in 2008. Under his leadership RHAC continues to be recognized as a highly performing AIDS Service Organization locally and across the province. During his time at RHAC Brian has lead the legal amalgamation with John Gordon Home, advocated for prosecutorial guidelines for the criminalization of HIV non-disclosure, championed London’s inclusion in the current supervision injection services feasibility study, advocated for increased harm reduction services, guided the launch of RHACs 2016 -18 strategic plan and, since its inception, has been a consistent contributing voice in the evolution of London CAReS. Brian is currently serving as the Co-Chair of London’s developing Community Drug and Alcohol Strategy.

London Drug Treatment Court Update

Despite the headline “Drug court ‘being shut down’” in the London Free Press this morning, that is not quite the case. The  suspended program is reorganizing, and creating a new model of service. Four individuals are graduating from the LDTC program within the next three weeks. We will continue to support others currently enrolled in the LDTC program, and former participants as a new program takes shape. We will update www.adstv.ca as the program evolves.

Redesign Underway of Mental Health and Addictions Phone Supports

Service providers working together to implement a one-line phone access system for the region
London, ON – The Canadian Mental Health Association (CMHA) Middlesex strives to provide responsive and innovative services to empower individuals on their recovery journey. To accomplish this, we champion change in the mental health and addictions system and work to always put the individuals we support first in our work.

Over the past year and a half, we have been working with our community partners and funders to explore the possibility of a one-number access line for individuals across London, Middlesex, Oxford and Elgin counties.

Currently there are multiple support lines including the Crisis Response Line, Distress Line and Senior Helpline answered by London & District Distress Centre, Drug & Alcohol Helpline, Ontario Problem Gambling Helpline and Mental Health Helpline answered by ConnexOntario as well as information and referral services offered at CMHA Middlesex, CMHA Oxford and CMHA Elgin.

Individuals experiencing a crisis shouldn’t need to determine which of these lines best meets their needs. We believe moving to a one-number system will best support individuals in our community and is an important way to reduce barriers to accessing services.

A one-line access system will provide general mental health and addictions information, direct referrals for services (including screening and calendar access and scheduling between service providers), crisis support and bilingual services. Therapeutic and supportive listening services will be provided by volunteers at the Mental Health & Addictions Crisis Centre. At CMHA Middlesex, we hope to grow this service to include text and web chat support to individuals in crisis.

Earlier this year, the London & District Distress Centre and ConnexOntario presented proposals for coordinating the one-number access line to a committee of service providers and funders working on this project. It was unanimously approved that ConnexOntario had the infrastructure (including the telephone and IT system), capacity and support model to manage the line. As a result, CMHA Middlesex will be moving the funding provided currently to the London & District Distress Centre for the Crisis Response Line to ConnexOntario later this year.

We are also working with our funders at United Way London & Middlesex to move the volunteer therapeutic phone support services (currently offered through the Distress Line) to the Mental Health & Addictions Crisis Centre. By including this service as part of a robust team of mental health and addictions staff, we are confident that individuals experiencing a crisis will receive the care they need while only having to tell their story once.

CMHA Middlesex will continue to work with our partners to build coordinated, responsive and compassionate mental health and addictions supports. We will be working closely in the coming months with ConnexOntario and the London & District Distress Centre to ensure a seamless transition of services and to develop a collaborative model of care.

Our community has benefitted from the compassion and dedication of the staff and volunteers at the London & District Distress Centre for 48 years. There have been continuous efforts made to include the London & District Distress Centre in our community’s redesign of these mental health and addictions services. We thank them for the many years of partnership with the Crisis Response Line and will provide any support needed to transition services into the new one-line access system.

We are committed to ensuring there is no disruption in services during the coming months.

ADSTV serves persons with Substance Abuse, Internet, Gaming Disorder and Gambling concerns as well as their families. New board members will sit on a governance board that meets in London and provides strategic direction, financial and risk oversight to ADSTV. Ideal candidates will have previous board experience, an interest in addictions and innovations in healthcare, and be committed to a role on an active Board of Directors.

Orientation and ongoing professional development are provided.

Successful candidates will be:

  •  Able to provide a Police Check for Volunteer Purposes
  •  Bilingual in both official languages (an asset)
  •  Living within the Agency catchment area: Elgin, Oxford and Middlesex Counties (an asset)
  •  Age 21 or older
  •  Able to commit to 4-6 hours per month
  •  Willing to commit to a 2 or 3 year term
